The UK and US have concluded a significant bilateral deal that will keep zero duties on British medicine shipments being sold in the American market.

Key Provisions of the Accord

In exchange for the tariff guarantee, the UK has committed to boost expenditure on drugs through the National Health Service (NHS). This move ensures that duties on these key goods will remain at zero for a timeframe of 36 months.

This deal comes after recent threats to significantly raise import taxes on patented drug products, with potential rates mentioned up to 100%.

"This deal with the United Kingdom reinforces the international landscape for cutting-edge drugs and introduces long-overdue balance to American-British pharmaceutical trade," a statement declared.

Commercial Significance

Medicines represent one of the the United Kingdom's most significant export categories to the US, which is clearly the largest destination for major companies like GSK and AstraZeneca.

Statistics show that in the year leading up to last September, the UK sold drugs totaling £11.1bn to the US. This amount made up nearly one-fifth of total UK exports in that period.

"This deal safeguards work, stimulates capital expenditure and paves the way for the UK to establish itself as a international leader for medical research," the Business and Trade Secretary remarked.

Key NHS Changes

The deal involves several notable changes from the British government:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it judges new treatments to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a target to double total health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Rebate Cap: The amount pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at fifteen percent. In the past, refunds were more than 20%.

Recent Tensions

The pact takes place against a long-running dispute between the pharmaceutical industry and the ministers over medicine costs and NHS adoption.

These tensions were intensified by arguments that American consumers were paying a premium for the same drugs than consumers in the Britain and the EU.

Over the last 18 months, several major drug company projects in the UK have been halted or scrapped, while multi-billion-dollar expansions have been directed toward US facilities.

One official publicly accepted that the NHS needed to spend more on treatments, noting that its spending on drugs had decreased as a percentage of its total funding over the last ten years.
